Harkley Thornton

Mr. Thornton, an entrepreneur and attorney, is the owner and president of Outlook Media, Inc., an advertising company focused on the development and acquisition of out-of-home products.
Mr. Harkley has developed Outlook Media into a profitable media company with 100+ sites in central and north Florida, Alabama, Georgia, Louisiana, and Virginia.
He serves on the Governing Board of the South Florida Water Management District (the "District") since appointed by Governor Jeb Bush in 1999.
Mr. Harkley received an appointment to the United States Military Academy - West Point where he earned a Bachelor of Science in Engineering and commissioned as a Second Lieutenant in the Army -Armor Branch.
He attended Boston University's Graduate Overseas Program specializing in International Studies in Paris, France, and earned a law degree from Florida State University College of Law.
