Jay Powell

Mr. Jay Powell is Senior Investment Partner at Global Environment Fund Management Corp.
Mr. Powell co-founded Severn Capital Partners, a private investment firm focused on opportunistic investments in smaller industrial companies.
From 1997 to 2005, he was a partner at The Carlyle Group, where he headed the North American Industrial Buyout Group.
At Carlyle, he was a member of the investment committee and participated in the investment decisions for all of the firm’s U.S.
buyout investment activities.
He served as a member of the board of directors for Rexnord Corporation, DPSU Bottling Group, and Panolam Holdings.
Prior to Carlyle, he was a managing director and served as the head of the mergers and acquisitions group at Dillon, Read & Co., Inc. Prior to Dillon Read, he was a managing director at Bankers Trust Company, where he was responsible for client coverage, mergers and acquisitions, and related areas of the bank.
he served as the Under Secretary for Finance for the U.S.
Treasury Department from 1990 to 1993, where he was responsible for Treasury debt markets and Administration policy concerning financial institutions and government sponsored enterprises.
Mr. Powell received a Juris Doctor, cum laude, from Georgetown University Law Center, where he served as Editor in Chief of the Georgetown Law Journal, and holds a Bachelor of Arts, cum laude, in Politics from Princeton University.
He is a member of the board of DC Prep, a public charter school operator, and was the founding chairman of the Center City Consortium, which funds and operates 12 elementary schools in the poorest areas of Washington, D.C.
