Dr. Claire Gavard is an Advanced Researcher at Zentrum für Europäische Wirtschaftsforschung GmbH.
She joined ZEW’s Research Department “Environmental and Climate Economics” in October 2015.
Her research focuses on the economic analysis of the European climate policy.
Before joining ZEW, she gained experience in policy institutions and research centers.
She worked at the Directorate-General for Climate Action (DG CLIMA) of the European Commission (first in the unit in charge of the EU ETS, then in the Strategy and Economic Assessment Unit), and at the Fondazione Eni Enrico Mattei under a contract with the Euro-Mediterranean Center on Climate Change.
In parallel with her research activities, she coordinated advisory activities for the EU negotiators to help them prepare the Paris Agreement, as well as analyses of the impact of the 2030 climate and energy framework on the competitiveness of the European industry.
She taught at Paris 1 Panthéon-Sorbonne University and also had field experience in India and Brazil.
She holds a PhD in economics from Paris 1 Panthéon-Sorbonne University and the Paris School of Economics, a master’s degree in innovation management from École Polytechnique and a Master of Science in physics and chemistryfrom École Supérieure de Physique et Chimie Industrielles.
She conducted part of her doctoral research at the Joint Program on the Science and Policy of Global Change of the Massachusetts Institute of Technology (MIT), in collaboration with Électricité de France, and within the Climate Policy Research Unit of the European University Institute (EUI) in Florence.
She has studied the mechanisms for international cooperation in emissions trading discussed or established in the framework of the international negotiations of the United Nations Framework Conventions on Climate Change (UNFCCC).
