Kwang-Soo Chang is currently the Chairman & President of the National Information Society Agency since 2013.
Prior to this, he was the Head-Informatization Strategy Office at the South Korea Ministry of Public Safety & Security from 2008 to 2013, and the Head-Gwangju Integrated Computing Center at the South Korea Ministry of Information & Communication from 2004 to 2008.
He received his undergraduate degree from Kyungpook National University in 1981, his graduate degree from the London School of Economics & Political Science in 1998, and his doctorate from Chung-Ang University in 2011.
