Dr. Walsh was a Consultant at the Michigan Treasury Department and the West Virginia Tax Study Commission.
He was a Principal of the Florida Air Emissions Trading Commission and a Member of the Southern Research Institute.
He was a Faculty Member at the University of Notre Dame and the Illinois Institute of Technology and a Lecturer at Princeton University, Northwestern University, the University of Colorado, the University of Illinois and Johns Hopkins University.
Dr. Walsh received BS degrees in Economics and Political Science from Illinois State University as well as an MS degree and a PhD in Economics from Michigan State University.
