Dr. Stephen M.
Payne has worked at the Defense Language Institute Foreign Language Center since 1994.
As the Senior Vice Chancellor of Instruction, Dr. Payne oversees instruction at the largest foreign language and area studies institution in the nation.
His duties include planning, organizing, and operating the foreign language and area studies instructional programs and related activities for approximately 850 full-time faculty teaching 26 languages and related cultures to approximately 3,300 full-time students.
As the Senior Vice Chancellor for Academic Affairs, Dr. Payne supervises the Faculty Personnel System and the Directorate of Academic Administration.
He also serves as the Accreditation Liaison Officer.
In that capacity, Dr. Payne directed the Institute’s reaffirmation of accreditation self-study in 1999-2000.
Additionally, he successfully led the Institute’s efforts to gain Associate of Arts degree granting status from 1999 - 2001.
Before serving in the Office of the Provost, Dr. Payne served as the Institute’s historian.
In that position, he wrote historical monographs, established an archive, and worked with museum experts from the State of California, the City of Monterey, and the U.S.
Army in developing a plan for the military history museum run by the City of Monterey on the lower Presidio of Monterey.
