Pilipino Telephone Corporation (Piltel) is the second largest cellular mobile telephone service (CMTS) provider in the Philippines as measured by the number of subscribers. Piltel operates under the jurisdiction of the Philippine National Telecommunications Commission (NTC) which jurisdiction extends, among other things, to approving major services offered, including the rates charged by Piltel to its subscribers. Piltel is 92.5 percent-owned by Smart as at December 31, 2008. Smart is wholly owned and controlled by PLDT, and PLDT is the ultimate parent company. Piltel's subsidiaries are the following: Telecommunications Service Provider, Inc. (Telserv), Piltel International Holdings Corp. (PIHC), and Piltel (Cayman) Ltd. Telserv, which was incorporated and registered on October 1, 1992, was the exclusive provider of operator services for the paging business. PIHC was incorporated and registered in July 17, 1996, while Piltel (Cayman) Ltd. was dissolved in June 30, 2008.
