He held various engineering, operating and technical services positions with the Raw Materials Group of United States Steel Corporation and with North American Coal Corporation from 1966 to 1976.
Mr. Cooper worked with various governmental advisory committees with respect to development and implementation of the Federal Clean Air Act and the Federal Clean Water Act.
He received a BS degree in Mineral Preparation Engineering from The Pennsylvania State University in 1966 and a graduate degree in Mineral Economics from West Virginia University in 1968.
